Chief minister must apologize: Katju

BANGALORE: He has publicly taken up the cause of those who were arrested on terror charges in the city and later freed for want of evidence. Press Council of India chairman Justice Markandey Katju told TOI that writing a letter to the CM is the first step in his fight. "A civilian society must ensure its minorities live with dignity. Both India and Pakistan have failed on this front," he said. Excerpts:

Why are innocents arrested on weak and flimsy charges?

Let us admit that we do not have a scientific way of investigation in this country to tackle terror cases. It is ridiculous that arrests are made merely on suspicion. Investigation is a science. We cannot be Sherlock Holmes but that is the way to crack a crime. See how police in the United States crack crimes. There is a process there. We have miserably failed on this front. All that investigating authorities do is arrest half a dozen people. This is to show 'progress' in the probe.

What happens to people who do not have a voice?

There are thousands of such cases of 14-year-olds who spend 10 years in jail and are finally released because of lack of evidence. Who will give them their childhood back?

Are terror acts misused for political ends?

There are political and communal elements who are creating animosity between Hindus and Muslims in this country. They want the issue to stay alive.

Shouldn't the home ministry in Karnataka take the rap?

They owe an apology to those lodged in the jail and released for want of evidence . The chief minister must publicly apologize for what the home ministry or state police machinery have done to them.

Should the government compensate victims and punish the investigators?

Not just compensation but all their jobs must be restored with wages.

What is the solution?

I am taking up this issue seriously. I would also urge those from other communities to come together and fight this out.
